The New Year's attack
In the early hours of January 1, 2011, a bomb exploded outside the Church of the Two Saints in Alexandria as Coptic worshippers were leaving a New Year's service. Human Rights Watch later recorded 23 deaths. Contemporary counts shifted during the immediate aftermath as hospitals and authorities updated casualty information.
The attack occurred amid serious sectarian tension and caused national outrage. It also generated demonstrations calling for protection of Egypt's Christian minority and for an effective investigation.
An investigation marked by changing claims
Initial official explanations changed rapidly. Authorities first considered different mechanisms for the blast and circulated information about a suspected attacker. Later in January 2011, then-Interior Minister Habib el-Adly publicly attributed the bombing to the Palestinian group Army of Islam working with local elements.
That announcement was an executive-branch accusation, not a criminal judgment. The public investigation did not result in the alleged perpetrators being apprehended and convicted. Released detainees later alleged that they had been tortured while held as suspects, further complicating confidence in the early investigative record.
No completed prosecution
Human Rights Watch reported in its 2012 World Report that prosecutors had opened an investigation but had not charged anyone in connection with the bombing at the time of writing. Families and church representatives pursued litigation seeking disclosure and completion of the investigation.
In September 2016, an Alexandria administrative court ordered the Interior Ministry to provide prosecutors with the results of its investigation. Ahram Online reported that the perpetrators had never been apprehended. The ruling was significant because it addressed the state's obligation to hand investigative material to the prosecution; it was not itself a conviction of anyone for the bombing.
Why the case remains unresolved
Public commentary over the years has included allegations against militant organizations, local cells and former state officials. None of those theories should be elevated to the status of a criminal finding without a judgment supported by admissible evidence.
