The attack and the victims
On August 5, 2003, an explosive attack struck the JW Marriott Hotel in central Jakarta. Later reporting and court coverage consistently recorded 12 people killed and about 150 injured. Most of the people killed were Indonesian, including workers and people outside the hotel.
Early casualty figures changed in the first hours after the blast. Crime by Region uses the later figure of 12 deaths reflected in subsequent court reporting rather than the higher preliminary totals published immediately after the attack.
Investigation
Indonesian investigators linked the operation to members and associates of Jemaah Islamiyah. Asmar Latin Sani was identified by investigators as the attacker who died at the scene. Authorities also pursued a wider network of people accused of transporting materials, handling logistics, financing or assisting suspects.
The legal record did not produce a single trial that resolved every alleged role. Some senior figures publicly accused of planning the bombing were fugitives for years and were not tried for this specific attack. That distinction is why this file is not labeled as completely solved.
Convictions
Sardona Siliwangi became the first person sentenced in connection with the attack when a court imposed 10 years in February 2004 for storing materials later used in the bombing. Muhammad Rais later received seven years for his role in transporting materials and assisting the operation.
In September 2004, Ismail, also known as Mohammad Ikhwan, received a 12-year sentence for terrorism and possession offenses tied to the Marriott bombing. In October 2004, Rusman Gunawan received four years for transferring money that courts found had been used to finance the attack.
Other defendants received separate sentences for assistance or concealment. The outcomes show substantial criminal accountability, but the cases were fragmented across defendants and did not amount to a single judicial finding on every alleged organizer.
Why the status is partial
The attack itself, the identified attacker and several participants' convictions are well documented. However, alleged senior planners such as Noordin Mohammad Top and Azahari Husin were not convicted in a Marriott bombing trial. Crime by Region therefore classifies the file as Partially Adjudicated: significant responsibility was established, but the full command structure was not judicially resolved in one complete proceeding.
