The Assassination of Hisham Barakat

Egypt's prosecutor general Hisham Barakat was killed in Cairo in June 2015. A large criminal case followed, with death sentences, prison terms, acquittals and final appellate modifications before nine condemned defendants were executed in 2019.

The assassination

On June 29, 2015, Egypt's prosecutor general Hisham Barakat was killed in Cairo when an explosive attack struck his convoy in the Heliopolis district. He was the most senior Egyptian state official killed in a militant attack in decades.

Egyptian authorities later charged dozens of defendants in a broad conspiracy case. Prosecutors accused members of the outlawed Muslim Brotherhood of coordinating with Hamas members in Gaza. Both the Muslim Brotherhood and Hamas denied involvement. A militant group calling itself Popular Resistance separately claimed responsibility, according to Egyptian reporting. Because those competing organizational claims were not all resolved through identical court findings, this archive does not collapse them into a single proven narrative.

The 2017 trial

In July 2017, a Cairo criminal court sentenced 28 defendants to death for involvement in Barakat's assassination. Other defendants received life or fixed-term prison sentences. The case included charges such as murder, conspiracy to commit murder, weapons offences and possession of explosive devices.

Those judgments were appealable. The scale of the prosecution, the number of defendants and later changes made by the Court of Cassation are important reasons not to describe the 2017 first-instance outcome as if every defendant's sentence remained unchanged.

Final appellate rulings

On November 25, 2018, Egypt's Court of Cassation issued the decisive appellate ruling. It upheld death sentences for nine defendants, commuted six other death sentences to life imprisonment, reduced several additional prison terms and acquitted five defendants who had previously received 10-year sentences.

The final judgment therefore produced materially different outcomes across the defendant group. Crime by Region classifies the case as adjudicated because the criminal responsibility of the convicted participants reached a final appellate stage, while preserving the distinctions between those convictions, commutations and acquittals.

Fair-trial allegations

Defendants in the case alleged that they had been forcibly disappeared and tortured into confessing. Reuters reported those allegations before the executions, and the Egyptian Initiative for Personal Rights called for investigation of claims that some defendants had been disappeared and tortured. Those allegations do not erase the existence of final Egyptian convictions, but they are an important part of the documented procedural record and should not be omitted.

This archive therefore reports two facts side by side: Egyptian courts issued final convictions, and credible human-rights reporting documented serious challenges to the fairness of parts of the process.

Executions in 2019

On February 20, 2019, Egyptian authorities executed nine men whose death sentences had been upheld in the case. Ahram Online and Reuters both reported the executions. The other defendants remained subject to the different prison terms or acquittals established through the appellate process.
