A prosecutor confronting organized crime
Sereika joined the prosecution service in 1991 and later led the Organized Crime and Corruption Investigation Division of the Panevėžys Regional Prosecutor's Office. Colleagues remembered him as a demanding investigator who pursued corruption, official misconduct and violent criminal groups.
He was the first prosecutor of restored independent Lithuania killed because of his work. He left a wife and three children.
Shot outside his home after work
On the evening of 25 January 1999, Sereika drove home and parked near his apartment building in Panevėžys. He was shot in the parking area. The attack was immediately investigated as a possible retaliation for his official work.
Years of dead ends before a weapon and confession
The inquiry became one of Lithuania's most complex criminal investigations. Officers examined false confessions, rumors and numerous possible motives. The case file ultimately ran to 17 volumes and more than 4,000 pages.
In 2002, investigators recovered a cache linked to organized criminals that included the weapon used in the murder. Arūnas Varnas confessed to shooting Sereika. Ballistic and witness evidence helped move the case to trial.
The Tulpiniai context required careful legal distinctions
Investigators connected the killing to the Tulpiniai organized-crime milieu in Panevėžys. Official prosecution statements say the work-related motive was confirmed. Later accounts describe evidence that Valdas Blinkevičius ordered Varnas to carry out the shooting.
Other gang leaders were investigated or accused in relation to instigation, but this page does not treat every allegation as a conviction. Arūnas Varnas received 11 years
On 11 July 2003, the Šiauliai Regional Court convicted 24-year-old Arūnas Varnas of Sereika's murder and related lesser offences. The court imposed an 11-year prison sentence.
The sentence was viewed by some observers as lenient for the murder of a serving prosecutor. Sereika's widow and father did not seek a harsher term, and the conviction established the shooter's criminal responsibility.
Solved as to the shooter; wider responsibility is described narrowly
The case is classified as solved and adjudicated because Varnas was convicted. The Prosecutor General's Office also states that the killing was connected to Sereika's official duties.
Questions about the full chain of direction are reported with attribution rather than as unqualified findings. This avoids turning investigative theories, confessions by other gang members or media reconstructions into convictions that the located court record does not establish.
