The attack
On August 24, 1994, an armed group entered the Atlas Asni hotel in Marrakech during a campaign of planned attacks linked by investigators to militants based partly in France. Two Spanish tourists were killed and a French tourist was seriously wounded.
Contemporary Moroccan and French reporting treated the Marrakech attack as the only operation in that wider August 1994 campaign that caused deaths. The case had consequences well beyond the hotel, including cross-border investigations in Europe and a sharp deterioration in Moroccan-Algerian relations.
The defendants and the wider network
Stéphane Aït Idir and Redouane Hammadi acknowledged participation in the Marrakech attack. A third man, Tarik Falah, was absent from the Moroccan trial. Other defendants were prosecuted over separate attacks or planned actions that formed part of the same wider campaign.
That distinction matters. A defendant's participation in the network or in another attack does not establish that he personally killed the two hotel victims.
The 1995 trial
In January 1995, the Fez Court of Appeal imposed three death sentences and three life sentences in proceedings concerning the wider campaign. Aït Idir and Hammadi were among those sentenced to death.
Le Monde's contemporaneous reporting, however, emphasized a significant evidentiary problem: the trial did not establish which member of the masked Marrakech group fired the fatal shots. Aït Idir admitted taking part in the attack but denied shooting the tourists, attributing the killings to the absent Falah. Contemporary reporting also criticized the speed and fairness of the proceedings.
Why this file is classified as partial
There is no doubt that the attack occurred, that two tourists were killed and that several defendants were convicted in proceedings tied to the campaign. But the available trial record described by reliable contemporary sources did not resolve the identity of the person who fired the fatal shots inside the hotel.
For that reason, Crime by Region classifies this file as Partially Adjudicated rather than describing every convicted participant as the direct killer.
