Two senior provincial leaders were shot inside government offices shortly before a council meeting. Authorities identified forest-protection official Đỗ Cường Minh as the shooter; he died the same day and therefore never stood trial.
On the morning of August 18, 2016, Yên Bái Province was preparing for a regular meeting of its People’s Council when two of its most senior officials were shot in their offices. Phạm Duy Cường, secretary of the provincial Party Committee, and Ngô Ngọc Tuấn, chairman of the provincial People’s Council and head of the provincial Party Committee’s personnel organization, both died later that day. Police identified Đỗ Cường Minh, head of the province’s forest-protection agency, as the shooter.
Phạm Duy Cường was 58 and had served as Yên Bái’s provincial Party secretary since 2010. Ngô Ngọc Tuấn, 52, had been elected chairman of the provincial legislature only months before the shootings and also led the provincial Party Committee’s organization board. Their deaths occurred at their workplaces immediately before a scheduled public meeting, making the case one of the most consequential acts of lethal workplace violence reported in modern Vietnamese provincial government.
According to the accounts released by provincial authorities and later police findings, Đỗ Cường Minh arrived at Cường’s office early that morning and shot him with a K59 pistol. Minh then moved roughly 150 metres to Tuấn’s office and shot him as well. Authorities said Minh subsequently shot himself there. All three men were transported to the provincial general hospital; the two victims and Minh died later on August 18.
The weapon was a service firearm associated with Minh’s official duties in forest protection. This page does not infer a broader political plot from the location of the killings or from the victims’ positions.
Although the identified shooter had died, Yên Bái police formally opened a murder investigation to determine motive, reconstruct the events and establish whether any other person had been involved. Officials said the evidence showed signs of homicide under Vietnam’s penal law and that the investigation would continue even without a living suspect to prosecute.
That procedural distinction matters. Minh was identified by investigators as the shooter, but he was never a convicted defendant. The case is classified here as investigatively resolved rather than adjudicated.
In December 2016, Yên Bái police announced the results of the investigation. They said Minh acted out of personal frustration connected to a planned personnel reorganization involving the provincial forestry and forest-protection bodies. Police stated that they had not established political, romantic or other alternative motives as the cause of the shootings.
Reporting from the same press conference discussed cash found in the officials’ workplaces and public speculation about corruption. Those facts are not treated here as evidence that corruption caused the killings. The police conclusion publicly attributed the attack to Minh’s personal dissatisfaction with staffing arrangements.
Because Minh died on the day of the attack, there was no murder trial, conviction or sentence. That does not make the identity of the shooter an unresolved mystery in the same way as a cold case with no identified perpetrator; rather, the public investigative record reached a conclusion without the possibility of courtroom adjudication.
