Ștefan Remus Chiper and the Constanța Serial Murders

Romanian court reporting documents three murders committed by Ștefan Remus Chiper between December 2005 and March 2006. The prosecution linked the killings to a plan to obtain expensive cars and sell them for money. Because all three murders formed the same prosecuted series, they are kept together as one case file.

Financial pressure and the car scheme

Reporting based on the indictment says Chiper had invested in an unfinished hospitality project near Costinești and accumulated substantial debts. Prosecutors said he then developed a scheme to approach owners of valuable cars as if he intended to purchase the vehicles.

The legal case did not treat debt as a defense. It was presented as part of the prosecution's account of motive for a series of planned robberies that escalated into homicide.

Three victims

The three victims were men connected to cars Chiper intended to take and resell. Romanian coverage identifies them as Pătruț Neagu, Claudiu Bărbulescu and Arun Omer. The killings occurred from December 2005 through March 2006 in Constanța County.

After the murders, investigators alleged that documents connected to the vehicles were falsified or manipulated so the cars could be transferred or sold. This is why the prosecution included robbery and document-forgery offenses alongside the murder counts.

The last victim and the arrest

The investigation accelerated after the disappearance of the third victim in March 2006. His relatives continued searching for him and saw his Mercedes being driven by Chiper. They blocked the vehicle and called police.

Chiper was taken into custody. Romanian reporting says he admitted the killings during the investigation. The criminal case then moved to trial in Constanța.

Life imprisonment in 2007

On June 22, 2007, the Constanța Tribunal convicted Ștefan Remus Chiper of the three murders and related offenses and imposed life imprisonment. The court also ordered compensation for the victims' families and seizure measures over property.

On September 4, 2007, the Constanța Court of Appeal rejected his appeal. Later reporting on the final procedural history states that Romania's High Court of Cassation and Justice maintained the life sentence in March 2008.

Later release litigation

Chiper remained imprisoned for the murder convictions. Reporting published in 2026 described later efforts to obtain conditional release and execution-related relief. Those applications did not erase the convictions, and courts continued to treat the life sentence as operative.

The post-conviction proceedings are included here only to clarify current status. They are not separate crimes and are not counted as additional Romania case files.
