The Assassination of Jaime Guzmán

The attack

Jaime Guzmán was serving as a senator when he was attacked after leaving the Catholic University's Campus Oriente on April 1, 1991. The killing occurred after Chile's return to democratic government and became one of the most consequential political assassinations of the country's early transition period.

Chilean judicial proceedings identified members of the Frente Patriótico Manuel Rodríguez, or FPMR, in the attack. Later court findings placed Ricardo Palma Salamanca and Raúl Escobar Poblete at the scene as material perpetrators.

Ricardo Palma Salamanca's 1994 conviction

Chile's Ministry of Foreign Affairs records that Palma Salamanca was convicted on January 27, 1994 as a material author of a terrorist attack resulting in the death of Senator Guzmán. He also received convictions in separate terrorism-related cases.

Palma Salamanca escaped from Chile's high-security prison in December 1996. He remained a fugitive for years and was detained in France in 2018. France granted him refugee protection, and in January 2019 a French court rejected Chile's extradition request. Those later international proceedings did not erase the Chilean conviction.

The long search for Raúl Escobar Poblete

Escobar Poblete remained outside Chile for decades. He was detained in Mexico in 2017 in connection with a separate kidnapping case there. Chile sought his extradition for the Guzmán assassination, and he was temporarily transferred to Chile in September 2021 under arrangements that required his eventual return to Mexico.

In August 2022, visiting judge Guillermo de la Barra sentenced Escobar Poblete to 18 years in prison as an author of a terrorist attack against a political authority resulting in death. The judgment relied on evidence placing him among the two shooters who attacked Guzmán.

Appeal and Supreme Court review

On April 6, 2023, the Santiago Court of Appeals unanimously confirmed Escobar Poblete's 18-year sentence. The court upheld both the legal classification of the offense and his responsibility as an author.

In October 2024, Chile's Supreme Court rejected a defense complaint challenging that appellate decision. The Second Chamber found no grave fault or abuse in the judgment that had confirmed the conviction. That ruling left the 18-year Chilean sentence in place.

What is established and what is not

The judicial record supports describing Palma Salamanca and Escobar Poblete as convicted material perpetrators. Other people have been investigated, accused or discussed publicly in relation to planning, command or support roles over the decades, but their procedural histories differ substantially.

Crime by Region therefore does not collapse every allegation into a single finding of guilt. The core adjudicated fact is narrower and strong: Chilean courts convicted two men as material perpetrators of the attack that killed Guzmán.

Current status

Solved / adjudicated. Ricardo Palma Salamanca and Raúl Escobar Poblete have both been convicted in Chile as material perpetrators of the assassination. Their later custody and extradition histories differ, but the criminal findings concerning their participation remain established.
