The Murder of Daniel Morgan

The murder

Daniel Morgan was a private investigator and a partner in Southern Investigations. On March 10, 1987, he was found murdered in the car park behind the Golden Lion public house in Sydenham, south-east London. He left behind his wife and two young children.

The Metropolitan Police opened an investigation immediately. The case would ultimately generate successive police investigations, reviews, arrests and attempted prosecutions over more than three decades.

Repeated investigations and failed prosecutions

Several people were arrested during the first investigation in 1987, but no murder charges resulted from that inquiry. Further investigations followed in the 1990s and early 2000s.

In 2008, Jonathan Rees, Glenn Vian and Garry Vian were charged with Daniel Morgan’s murder; James Cook was also charged in the murder prosecution, while former police officer Sid Fillery faced a charge of perverting the course of justice. The case later collapsed. In March 2011, the Crown Prosecution Service discontinued the final attempted prosecution after disclosure and evidential problems made the case untenable. None of those defendants was convicted of Daniel Morgan’s murder.

Police corruption and the independent panel

After the 2011 collapse, the Metropolitan Police acknowledged that police corruption had hampered the original investigation. In 2013, the Home Secretary established the Daniel Morgan Independent Panel to examine the circumstances of the murder, the handling of the case and the effect of corruption on the investigations.

The Panel published its report in June 2021. It did not find evidence that police officers were involved in Daniel Morgan’s murder, nor evidence that he was murdered to conceal police corruption. It did, however, conclude that the Metropolitan Police had been institutionally corrupt in its handling of the case, particularly through failures to confront corruption and a culture of institutional defensiveness.

Later official reviews

In 2022, the Independent Office for Police Conduct reviewed matters arising from the Panel report and concluded that there were no new avenues that could then lead to criminal or disciplinary proceedings. The Metropolitan Police’s own response stated that no one had been brought to justice for the murder.

A separate IOPC investigation published in December 2025 addressed documents that the Metropolitan Police had failed to disclose to the Independent Panel. The IOPC upheld complaints about the handling of those documents, but said the material would not have changed the Panel’s conclusions and found no evidence of an intention to deceive the Panel.

Current sourced status

No one has been successfully prosecuted or convicted for Daniel Morgan’s murder. The collapse of previous prosecutions does not establish the guilt of those once charged, and Crime by Region does not repeat unproved theories as fact. The case is therefore classified as Unsolved / No murder conviction.
