Disappearance before the election
Chris Msando was a senior technology official at Kenya's Independent Electoral and Boundaries Commission during preparations for the August 8, 2017 general election. He went missing in late July, only days before voting.
On July 31, 2017, Kenyan media reported that his body had been identified at Nairobi's City Mortuary. Police records cited in contemporaneous coverage said the body had been recovered in the Kikuyu area and brought to the mortuary earlier. Another body, later identified as that of Carol Ngumbu, was recovered from the same general location. This archive treats the two victims as separate people and does not infer a shared motive beyond what investigators established.
Post-mortem findings
A post-mortem conducted by government and family pathologists concluded that Msando had been killed. Contemporary reporting recorded strangulation as the cause of death and documented other injuries consistent with assault. Graphic forensic detail is omitted here.
The homicide occurred at a particularly sensitive moment because Msando's work involved election technology. That timing generated immediate claims about possible political motives, but timing alone is not proof of who ordered or carried out the murder.
Investigative leads did not become murder convictions
Police detained or questioned several people while examining Msando's movements, communications and contacts. Some suspects were later released or discharged without murder charges being proved against them.
That procedural history matters. A person investigated, arrested or named in media coverage is not a convicted murderer. The available record reviewed for this page does not support naming any living individual as Msando's killer.
The case remains unresolved
Years after the killing, Kenyan reporting continued to classify the murder as unresolved. A December 2025 Nation review of prominent Kenyan deaths stated that investigations into Msando's murder were ongoing. Other 2025 reporting likewise listed his death among high-profile cold cases for which families still awaited accountability.
